In the competitive power market, the transmission grid should supply fair and non-discriminatory access to all the grid users in order to promote the competition in the power generating and electricity supplying market. Transmission management is quite important to make sure the power system operate high efficiently and safely. During the peak period of power demand, transmission network may occur to congest. In order to ensure the security of the transmission network, the system operator has to restrict the power transmission under the objectives of the maximum social benefit or minimum electricity purchasing cost. Under the usual transmission congestion management mode, congestion relief directly results in much higher trading price of the whole power grid. Meanwhile, the users of transmission have to undertake economic loss. Therefore, it is quite realistic to conduct further study on the transmission pricing and congestion management.Based on the former transmission pricing and transmission congestion management theory, this paper provides a integrated transmission congestion management model for the regional grid based on LMP, FTR and priority dispatching. Firstly, this paper formulates transmission service and its cost components, and contrasts the main existed the methods of cost allocation systematically.Based on the comparison and the research purpose, it chooses the Bailek power flow tracing method to trace power flow, allocate the cost and price. Secondly, this paper introduces the concept and application. It also studies the principal and mathematic model of methods of nodal price, locational marginal price, the optimal available transfer capacity and transmission right Thirdly, this paper introduces the priority dispatching into the transmission congestion management and makes a detailed analysis on its application in the transmission congestion management under the power pool mode. Fourthly, this paper provides the theoretic model of the integrated transmission congestion management model based on LMP, FTR and priority dispatching. This integrated model concludes the calculation of the share of power flow, LMP and the congestion credit. Fifth, this paper makes a practical analysis on one province of China. Given the transmission information of this region, the application of this new transmission congestion management model may remove congestion effectively. Finally, this paper gives the framework and develops the technical support system of this transmission congestion management model for the regional grid. The development of decision support system verifies the feasibility and practicability of the regional integrated transmission congestion management method. And it can figure out the index of the share of the power flow, transmission fees and the congestion fees.
