Forest resource is one of the most important natural resources. It is also the material base for human being's existence. Forest fire is the chief cause that destroyed the forest resource. So building a Video Monitoring System for Forest Fire Prevention is inevitable and necessary. The System can detect forest fire and transfer the video information of the fire scene and fire alarm information to the monitoring center in time. This can help workers take effective measures to fight the fire timely. The first problem to be resolved is where should we build our monitor towers when we decided to build a Video Monitoring System for Forest Fire Prevention. We select optimum position for towers according to related experts'experience and metrical data that survey on the spot. At the present, this is the main method that we used to choose the best area for monitor towers. Most of the forest resources distributed on the complicated topography area in our country, so obtaining the layout scheme of monitor towers through this method is not wholly satisfactory sometimes.The aim of this study is find a common approach that can be used to select optimum position for monitor towers. To do this we should consider problems in a common view. I have attained the expected prupose by combining spatial analysis method of GIS and mathematical modeling method with computer technology. It made the monitor towers'location problem simplification, visualization, scientific and standardization. The specific research steps are listed:⑴Selecting indexes that influenced the layout scheme's determine of monitor towers. Determining indexes weight and hiberarchy with Analytic Hierarchy Process and then establishing a evaluation index system of forest fire prevation video monitor towers'location.⑵Comprehensively considerated the factors of monitor towers'location such as hardware facilities and engineering construction. Thoroughly analysed the Digital Elevation Model's construction and analyzing visibility's principle and methods. These provided theoretical basis for monitor towers'location.⑶In this step the research summized a common approach which is used to select optimum position for monitor towers. Firstly, it built a digital elevation model of the research area. Behind that the DEM was processed by a series of steps such as depression filling, surface peaks extracting, boundary points and inconformity points of interior region deleting and so on. And then we used the principle of location to select optimum position for monitor towers from the research area's boundary to the internal gradually by the way of human‐computer interaction. Finally we used the evaluation index system of forest fire prevention video monitor towers'location to evaluate the scheme that has been established.⑷In this step we used the Miyun County in Beijing as the research erea to validate the feasibility of the method which uesd to select optimum position for monitor towers.
