The article analyzes economic efficiency and industry development of camellia resource via fact finding and data collection to identify the problem and offer proposal.Economic evaluation is a synthesis appraise about natural and social conditions which influence distribution of production from the view of economy. The main assessment methods are fuzzy comprehensive evaluation method, cost approach, principal components analysis and input-output analysis method and so on. SCP theory approach is empirical research. It analyzes the industry in accordance with market structure, firm conduct and performance in systematization. SCP formula is the main analytical procedure of industry market condition.The article firstly empirically evaluates camellia project investment in Changshan country and Jiangxi province with cost-benefit method. Camellia project investment needs large scale funds, period length and makes level of profit, so it can be active in the case of prophase cultivate complement. Price change put the greatest influence on internal rate of return and period for recovery of investment. Changes in labor costs put the minimum influence on internal rate of return and period for recovery of investment. The article secondly comparatively analyzes camellia resource chain in Changshan, Yichun, Fengcheng, Qiyang, Bama and Huangpi county/district with input-output analysis method to get the reasons that farmers are not enthusiastic about planting camellia. The article finally empirically analyzes the market structure, market behavior and market performance of camellia industry in Hunan province with SCP formula. There is a low market concentration, fierce competition and rapid development market in Hunan province. By analyzing the main value-added point of camellia industry chain, the article summarizes the operation mechanism and development patterns of Chinese camellia industry and gives some advices on development strategy of camellia industry.
