The Research On The Legal System Of China's Grain For Green Project

To improve the ecological environment,in 1999, the State Council made the major decision to implement the Grain for Green Project. The project is an ecological construction project which has the strongest policy, the largest investment, the most widely influence and the highest degree of public participation. The implementation of Grain for Green Project has increased the forest coverage rate by more than two percentage points, speeded up the process of Greening, increased vegetation, reduced soil erosion and wind damage, improved the ecological environment, and increased the farmers' income. This year, the implementation of Grain for Green Project has reached its 10th year. Accordance with the original subsidy policy, economic compensation policy has expired. Because the system has not be established to solve the problem of long-term basic living of farmers, the farmers' basic living can not be guaranteed and so they maybe go back for grain. The Grain for Green Project will cause even more environmental damage. Then special period of China's Grain for Green Project comes. The most important issue is: how to carry out Grain for Green Project smoothly, maintain and consolidate the results have been made before.Firstly, this paper describes the background, purpose and meaning of the Legal System of Grain for Green Project. Secondly, through the elaboration of the development process of the Grain for Green Project in China, the legal system of is analyzed. In the end, it is noted that there are defects in the legal system, and a sound proposal is tentatively put forward.
