At present, China's water resources are also facing many problems. In the current water shortage situation, forcing people to re-adjust the goal of agricultural production, both to ensure a certain degree of crop yields, but also to maximize crop water and fertilizer use efficiency, water-saving irrigation and crop so to achieve the unity of high-yield agriculture sustainable development a major issue.This paper analyzes the water-saving irrigation and water-saving agricultural technology characteristics and evaluation of the effectiveness of the process, according to Song Mu Irrigation system characteristics, use the improved analytic hierarchy process as a benefit evaluation method, the transformation of loose water-efficient irrigation Mu effectiveness of a comprehensive evaluation .(1) the establishment of a transformation of loose water-saving agriculture irrigation Mu benefit evaluation index system, which consists of economic indicators, social indicators, indicators of new technology to promote efficiency, environmental benefits of saving water and energy efficiency indicators and targets composed of five categories of indicators, indicator layer that comply with requirements of agricultural modernization, improvement of the promotion of national water-saving irrigation, disaster prevention and mitigation benefits, the degree of improvement of agricultural water management system, improved living standards of farmers, water-saving irrigation area ratio of the total irrigated area, the use of water-saving irrigation economic internal rate of return, benefit cost ratio, canal water utilization coefficient, coefficient of field water use, irrigation water use coefficient, the improvement of waterlogging saline groundwater to improve the level of the rural ecosystem to improve the level of application of new technologies and development promote the level of the degree of development of information technology, including irrigation of 17 indicators. (2) In order to better reflect the transformation of water-efficient irrigation Mu loose the benefits of the project, using the status quo level (water-saving transformation of the former), the level of planning years (after the water-saving transformation) of indicators to compare the cost-effectiveness evaluation.
