| Coastline give opportunity of economic development to coastal areas, with natural disasters as typhoons, tidal waves and storm. Coastal forest just like the "green barrier "of coastal area, it's construction have an important ecological, economic and social significance. Coastal forest system in Shandong Province is an important part of Chinese coastal forest project. In recent years, the construction of coastal forest in Shandong Province has achieved remarkable results, coastal ecological and economic security have a certain degree of protection. However, many problems still exist in the process:imperfect forest architecture, gradually reduce of coastal wetlands, insufficient efficiency of the forest and so on.It is undeniable that human factor is the main reason of the above phenomenon. As a country under the rule of law, a complete legal system construction of coastal forest in Shandong have great significance. Based on the analysis of domestic legal system of the coastal forest, as well as related American and Japanese regulations, this article study on legal protection of coastal forest in Shandong. The healthy development of coastal forest requires complete legal system and efficient administrative enforcement. Legal consciousness of citizens is growing in recent years, witch calls perfect administrative law enforcement and supervision. This article give some recommendations of a sound management and protection, such as construct unified legal system of coastal forest in province, construction of concentrated law enforcement, improvement of the social organizations and citizens' monitoring mechanism, and the effect of market economy. |
