In recent years, Thethree largest mobile operators in China have covered communication networks in the whole country, the number of mobile phone users has already broken through1billion, at the same time the use of mobile phone is popular in rural regions, and more opportunities could be provided when using mobile phones as the medium for agricultural mobile information service platform for users. Hainan province is a agricultural province mainly in rubber treeand the rubber tree scientific cultivation is linked with agricultural economic development intimately. Our research goal is how to deliver the scientific and reasonable rubber tree cultivation and production technology to each farmer.This paper is based a long-time observation, sampling and survey of rubber cultivation area in Hainan province, and use ArcGIS spatial database technology and SQL Server techniques with obtained data, summarize the scientific and rational cultivation of rubber tree technology, and through wireless communication way directly to provide the rubber tree cultivation techniques with the style of remote guidance and training to technicians, rich technical information way to farmers, implement the information and technology to production directly, accelerate rubber cultivation, soil testing and formulated fertilization, tapping and practical technology application in production, as well as spread the technology system to the whole Hainan rubber production.Hainan rubber cultivcation mobile information service platform is composed of the following parts:one rubber tree precision fertilization database management system, including the access to the use of mobile phone computer in rubber tree cultivation WAP sites and five system database; one ArcGIS based on Engine and message technology platform; one set of rubber tree cultivation technological mobile electronic manual. Specific content is as follows:(1) Implement of the mobile phone and computer access to a WAP site, and make farmers know more rubber tree cultivation techniques, pest control, cold disaster and other information. through mobile phone and computers.(2) Realize thesend and receive text messages in computer and message content intelligent processing. By using the techniques of GIS, the farmers-information and spatial location is associated, farmers informationis achieved through space management, and intelligent cultivation and management knowledge is selected to form a technology to send message.(3) Develop the low-level mobile phone of the rubber tree cultivation technology with mobile electronic manuals, and take the practical and scientific content in manuals into account,, as well as farmers mobile phones' differences in performance and style,, to send technical knowledgeto farmers with lowcost and high economic benefits without buying expensive mobile phones for farmers.
