Early national essential drug policy in China never be implemented well since it was set up as the basic of national medicine policy.Currently, EDP is important point of china medical reform and also be a great challenge for the government. This paper is to clarify the relationship of the executives in field region through comparing overseas EDP implement experience at the point of system theory.
