An Empirical Study On The Fairness Of Health Protection Between Urban And Rural Areas Before And After The "New Healthcare Reform"

Both the new healthcare reform in China and the healthy China construction are committed to the principle of fairness and justice,and are committed to narrowing the gap of health protection between urban and rural areas,regions and populations.Under such policy background,this dissertation takes "Health Protection" as the research object and "Fairness between Urban and Rural Areas" as the research category.Based on the theory of health fairness and the status quo of health protection in our country,this paper uses the Theil index method to select appropriate indicators from the perspective of the macro status of health protection and microcosmic perception of health protection based on available macroeconomic data.This paper attempts to evaluate the reform process of the fairness of health protection between urban and rural areas since the new healthcare reform in our country.This study found that the effect of the new healthcare reform on the fairness of health protection between urban and rural areas is significant,but there are still differences between urban and rural health protection.The degree of fairness between urban and rural areas for the number of health workers per thousand population indicator is still declining,and the remaining indicators of urban-rural fairness continue to increase.The overall urban-rural disparity in the availability of resources and distances for health protection is mainly urban-rural differences,and the overall urban-rural disparities in the economic accessibility of health protection are mainly based on the inter-regional differences within urban and rural areas.In this regard,this paper proposes that we must start from the unbalanced development of urban and rural areas and the weak links between urban and rural health protection.We need to adopt fairness and justice as the primary value,promote the reform of the medical and health system,establish a talented mechanism that is “obtained,well-utilized,well-educated,and well-maintained”,and improve the rural health talent team to further improve the equity of health protection between urban and rural areas.
