| This study used a field research of basic medical institutions, distribution companies and drug retailers on the essential medicines of Ningbo pilot counties. We interviewed medical staffs, medicines managers and primary patients and made a questionnaire investigation. The problems in implementation of the National Essential Medicine System in Ningbo focus on the awareness of essential medicine, with the use, distribution, supply, and the supporting policy and other aspects of drug quality, we proposed countermeasures to implementation of the National Essential Medicine System.The research used combination methods of literature comparison, qualitative interviews, quantitative analysis, empirical research method to summary the status of the National Essential Medicine System, and to draw on the successful experience of the implementation of the Essential Medicine Policy in other countries to supply theory and empirical basis for further implementation of National Essential Medicine System based on the analysis in contrast to each other.The implementation of the National Essential Medicine System in Ningbo pilot counties achieved significant results:grass-root medical institutions have significant changes in revenue and expenditure structure; drug sources are more uniform prices have dropped significantly; enterprise-wide distribution are shrinking; concentration of the pharmaceutical distribution business is improving; quality testing in good condition; drug costs have been significantly decreased.The problems in implementation of the National Essential Medicine System in Ningbo pilot counties:Essential medicine List imperfect; Primary health care institutions have difficulty functioning; Decline in the enthusiasm of the medical staff; National Essential Medicine distribution companies feel that competition is increasing;Local matching policy also lags; Quality of the National Essential Medicine remains security risks.According to the problems for Ningbo pilot implementation of Essential Medicine System,countermeasures should be taken to improve the results:add drugs of according with local realities into the essential medicine list, increase the system of essential medicine related policy advocacy, explore the multichannel assistance, improve grass-roots health care sector performance appraisal system, regulate circulation order, strengthen health insurance policies linkage and try to increase non-government-sponsored system of health care institutions to implement the pilot of essential medicines. |
