Objective: In the past five years,the implementation of the basic drug system in Jinan City and mastery, analysis and comparison of Jinan City, the basic drug system implementation problems and achievements, In order to further improve the basic drug system reference data in Jinan City, the National Essential Drug System the consolidation and development of valid recommendations for decision-makingMethod:The literature research, field investigation and data analysis combined with the method,utilizing journals databases and related websites to retrieve the literature of the basic medicines system,to sort out the introduction of policies and regulations;the research interviews staff, in-depth understanding of the institutional system the actual conduct internal situation. Designed questionnaire to survey the cognitive of basic medicines system in the implementation of basic medicines system of medical institutions' representatives and the masses. Using statistical software for data collection to collate statistical analysis.Results :The statistics of the basic drug system in five year indicated that Jinan City's basic medicines system has achieved remarkable results, the rate of implementation of primary health care institutions reached 87.99%. Government-run primary health care institutions to implement rate reached 100%; primary health care institutions in Jinan basic drug system used in all manner of provincial network unified procurement of essential drugs online purchase quantity increased year by year, the annual average growth rate of 93.62%; primary care health bodies with essential drugs to achieve full coverage, directly under the municipal hospital with essential drugs accounted for 37.31 percent ratio increased total procurement varieties; compensation mechanism of essential drugs has been established and all the essential drugs included in the urban basic medical insurance and new rural cooperative medical reimbursement, reimbursement increased by 10%. Questionnaire survey was conducted on 416 residents, the results showed that residents familiar with the essential medicines system degree was 40.63%, the degree of satisfaction was 89.66%.Conclusion:The implementation of the basic drug system changes the primary health care institutions before drug habits in Jinan, using drug regulation and basically complete predetermined goal of health reform, more significant effect. However, due to implementation of the system of exposure and potential problems can not be ignored, we could actively respond to reasonable suggestions and consolidate the achievements since the implementation of the basic drug system in Jinan City, which can be used the national essential drug system more solid into the future.
