The exposition falls into three parts. I begin, in SectionⅠ, by exploring the notion and the nature of rights. I shall clarifying two different kinds of'self', and how Yael Tamir tries to reconcile the two kinds of'self'. Some of the key concepts underlying cultural rights will be examined, including the meaning of culture and the nature of rights.'Culture'is to be understood as habits, customs, attitudes and values. The interests ate grounds of rights. The interest conception of rights is said to hold that the grounds of rights are the interests of the rights-holders. By making individual autonomy the centre of the cultural rights theory, I shall assume that individual autonomy is a valid and important ideal. I suggest that individual autonomy requires that persons be relatively free from coercion and manipulation, that they have access to an adequate range of options, and that the state has a role to play in ensuring that that they have access to an adequate range of options. In SectionⅡI not only discuss the distinction between individual and group rights, but also briefly explain why cultural rights should be an individual right rather than a collective right. At the last I conclude with some brief remarks on the significance of the cultural rights theory.
