According to Diego Rivera, one of "the three great Mexican Muralists", the creators of beauty must represent art that is valuable for the people. And the ultimate goal of our art lies in the creation of beauty for all the people, the creation of beauty that inspires and enlightens combating effectiveness, rather than the expression of individual pleasures. He words are still of value in guiding the modern public art development. "Creating beauty for the people" should be the ultimate goal for all of us pursuing public art.With the advancing of China's urbanization, in the 90's of 20th century, "Public art" settled in China, the founding of College of Public Art in China Academy of Art as the first trial, and has achieved a rapid development—many art institutes across the country put public art major or college founding into their agendas. While under the cover of apparent prosperity, many problems lurk which need to be reflected on and solved, such as the mistakenly taking the concept of public art as that of easel sculpture on a larger scale or taking a primitive view of it as the combination of murals or sculptures and their surroundings, owing to the failure in understanding its cultural connotations, the long time controversial focus over the priority of public character or artistic quality in public art creation and education, the design of proper teaching methods for cultivating qualified artists adapted to the future society in current public art education pioneering stage characterized by a jungle of theories. These problems mentioned above will be probed in this paper.
