With its beautiful form and unique charm, art accompanies the development of humans' history, satisfies men's spiritual and cultural needs, enriches and beautifies people's life, and the art comes to be an important medium of human's civilization and its continuity. As the essential part of the Basic Education in our country, artistic education, artistic education plays an important and basic role in improving people's artistic quality and ultimately improving people's quality. Currently, promoting the artistic education comprehensively has become one of the important focuses to deepen the reform on education. The Party and our country even regard the artistic education as a strategy to strengthen the power and competition of our country and to realize the great revival of our nation.It is true that it can effectively promote the turning of the exam-focused education to the quality education and the overall and harmonious development of humans by strengthening the artistic education. But the current situation is not positive since the artistic education is one of the weakest segments of education. For the schools' artistic education, the overall teaching level is not high, the schooling conditions cannot meet the needs of education, the qualities of artistic teachers are relatively low, the total number of the artistic teachers is not enough, and their distribution in different areas are not balanced. These phenomena are existing to various degrees in different areas. The more notable is that in the current operation of artistic education, there are striking contrasts between artistic education, an important measure to implement quality education, and the initial goals of quality education. It is very common that artistic education serves for exam-focused education, for minimum number of students, and for economic benefits, which affects the healthy development of artistic education largely.
