In recent years, creative animation industry has developed in full swing in Beijing, Shanghai, Shenzhen, Hangzhou and Qingdao and other cities, a lot of creative animation industrial park rise rapidly based around our country, providing a solid foundation and good conditions for China's rapid development of creative animation industry. At the same time in order to promoting the economic development of second-tier cities and pouring new vitality into the economy, a lot of new creative animation industrial park projects appear in the second and third tier cities in recent years, but compared to the industrial park in foreign countries and the first-line cities, the overall level of project management is relatively low in the process of developing of the small industrial park in the second-tier cities, of which the most prominent aspect of performance focus on cost management, making many small and medium creative animation industrial park fall into lacking of sustainable development, low efficiency, relatively extensive low-margin business situation. Therefore, studying how to improve the small and medium sized creative animation industrial park in the second-tier cities of the cost management level is a subject of universal significance. This study is not simply research on the cost management issues of the creative animation industrial park project, but a combination of the competitive environment in the second-tier cities, taking into account the whole development prospects of the animation industry of China's overall creative, study the creative animation industrial park project cost management problems from the new perspective , and propose targeted and constructive suggestions.The author participating in creative animation industrial park project management , the animation industrial park as the object of study, through the analysis of the other finishing projects of Industry and Trade Co., Ltd. ,we found that the company's cost management system has the following mainly problems: the lack of market research projects and feasibility studies, not attaching importance to the project design phase cost control, lack of fair bidding phase and construction phase of the direct costs are too high, the completion settlement unreasonable issues.For problems found in the research, the author start the research of the Qisai creative animation industrial park, combining the theory of cost control and methods, design the management program for decision-making phase of the project, project design, project bidding phase, the project construction phase, the project completion stage and other different stages of the project cost control management. do a scientific decision-making by strengthening risk research projects ; strengthen the tender design stage cost management through the use of limit design, optimal design and the implementation of specific measures; through a rigorous review of qualifications to the companies, to develop scientific and rational way of tendering system and procedures to strengthen the tender stage method of cost control; use of earned value method to the cost of correction, the full establishment of effective cost management and a clear assessment criteria and other methods to control The direct costs of the project, thereby strengthening cost control in construction phase; in the final stage of completion, the project development process of human and material resources for systematic review and settlement, and through the actual data to observe the implementation of the project cost management .Through the alignment of the Qisai creative animation industrial park project, this study concludes that the creative animation industrial park project cost control is a systematic process, the strengthening of the creative animation industrial park project cost management is not confined to the construction phase of the project. only the development of the project before development, the development costs after the scientific and effective management to achieve investment targets, to achieve the project objectives of cost control and improve the second-tier cities creative animation industrial park of small and medium return on investment, thereby enhancing business economic interests.
