With the spread of globalization, cultural globalization has become the focus. Therelationship between cultural globalization and localization is one of the central issues inthe process of globalization. Many scholars have already studied this issue from the viewof culture. However, the study of culture, particularly globalization from the perspective oflanguage, has more profound realistic significance, since language is the symbol of culture.The western political and economic hegemony which is represented by U.K and U.S.A. isincreasingly enhanced in the world, meanwhile the language and culture of this twocountries is permeated to the rest of the world and formed the pattern of language andculture field. The main research questions in this thesis are, what is the relationshipbetween globalization and localization, what transmission has formed, and what kind ofcharacteristics and regulations of varieties in Outer Circle and Expanding Circle hasoccurred. This thesis studied the relationship between globalization and localization, alsostudied identity crisis from theory level.Based on Tomlinson's Deterritorialization theory, the thesis analyzes the historicaldevelopment and variation of Indian English, Malaysian English, China English andJapanese English on the basis of Kachru's Three Concentric Circles. By the comparisonwith phonology, grammar, and syntax of English varieties in Outer Circle and ExpandingCircle, the author attempts to discover the characteristics and regulations of Englishvarieties, and the development trend of globalization and localization.The research indicates SNE influenced by mother tongue and leaded to shift inphonology, grammar, and syntax, hence, English varieties was made. The thesis highlightslocal culture which has unique historical and cultural background, and accompaniedcultural assimilation. The achievement of globalization is cultural diversity which meansharmonious development of diverse native or local culture rather than cultural unification.
