Historical prophecy is built on the basis of the history of law. If there is no laws of history, the history of prophecy is impossible. The third part reveals and discusses the historical development of the law, the law of manifestation, the relationship between the law of history and human activities in line with the relationship of the historical process of purpose and regularity. This part is to verify the existence of objective laws of history. It is great value of Popper's denial of the discourse on the laws of history.
