In 21st century, China expands and combined the relationship of communication through Open-up policy. China is eager to know the world, and the world intends to get to know China. English communicative skill is becoming necessary for university graduates. The university English takes the responsibility for educating the qualified person who is capable of communicating with foreign world. Although there are some progresses have been achieved, the oral communicative ability is not satisfied. Students also have the feeling that they just owned mute English.The students'participation degree is still relatively low in oral teaching section, and they perform as keeping silence, escaping, negative and learning unactively. It is hard to achieve the expected teaching effects via this king of way of negative participation, despite that teacher tries best to teach and students also learn diligently. The teaching effect is not satisfactory and leads to the phenomenon which wastes time but little fruit. This thesis tries to analyze this phenomenon in order to provide some suggestions for oral English teaching.Chapter one introduces the current problems which university oral English meets, that is the problem of students'negative participation, also the background of study, aim of study and significance of study. Because it is a complex mental process in two languages transformation, it is essential to grasp the first-hand true materials in order to gain the right to speak.According to this, the chapter two investigates the real learning condition in oral English class roundly through some methods such as issuing questionnaires, observation in class as well as interviewing teachers and students.Chapter three analyzes the origin of students'negative participation. The origin of negative participation is divided into student's factor, teacher's factor and environmental factor.It provides several strategies which focus on optimization of teaching during oral English class in chapter four. The above strategies are mentioned from the point of stimulating learning motivation, mental adjustment for anxiety, teacher's teaching methods, updating teaching modes, building up the proper classroom environment etc. This thesis provides specific practical and target-oriented oral teaching methods and skills to solve the urgent problems in practical teaching by using the references such as linguistics, pedagogy and psychology, and offers some relative study materials on educational study in later days.
