The ideas of all-round and life-long development are greatly emphasized in today's world, which set a high standard for education. As a means of assessment for development, E-portfolio assessment is not only an evaluation tool but also a tool to promote students' self-learning activities and all-round development and life-long learning. It reflects the basic charateristics of modern learner assessment system and draws a lot of attention.Theories related to E-Portfolio assessment are studied and elaborated in the research. The development history of E-Portfolio Assessment is also analyzed on a whole basis and in the English teaching area. General information of the system users——students and teachers——is obtained through questionnaire, which facilitate the designing process.Function modules and basic contents of the E-Portfolio assessment system are both designed in this study instead of only IT design.The module structure is based on the system users while the basic contents are decided by investigating students and referring to IMS standards related to E-Portfolio development. The content items are listed in the article to show students learing attitudes, process and results. All the items are designed to help to acquire language skills. A lot of samples of tables are also given for reference.Last but not least, operation process of E-Portfolio assessment is introduced as well as tips for use.It is hoped that the detailed designing work can help develop and work out the E-Portfolio assessment system. The limits and prospects of this study are discussed at the end of the article.
