Democracy Construction Research In Beiyue Area

The Anti-Japanese War is a nationwide war under the leadership of the Communist Party of China (CPC). It not only displays the unyielding heroism of Chinese people but also shows the excellent governing ability and building ability of the Communist Party.As the nationwide resistance center, the anti-Japanese base area led and built by the CPC has played a big role in the anti-Japanese war. The Party has led the people in the base area to implement the democratic governance and scientific governance during the war. As a result, these practices strengthen and expand the class basis and mass basis, solidify and develop the anti-Japanese national united front, improve the partial governing ability, attract the large quantities of progressive and democratic forces, obtain the support of the broadest masses of Chinese people and finally come into the power from partial governance to nationwide governance. The construction of base area is not only the continuous development of the theory and practice of encircling the cities from rural areas, but also the "experimental field" of Chinese New Democracy, which has established the solid foundation and has accumulated rich experience for our party to hold power in the whole country. As both a model of anti-Japanese base area behind enemy lines and a mode of united front, the Jin-Cha-Jig (Shanxi-Chaha'er-Hebei) anti-Japanese base area was the first base area founded by the CPC behind enemy lines. Beiyue area, the center of Jin-Cha-Ji base area, has made great contribution for the victory of anti-Japanese war. The successful reform and construction in Beiyue area during the war on politics, economy and culture has changed the old society and built the new system, among which the democracy construction has enriched and deepened the experience and connotation of democracy construction of the CPC in the base area and has become the favorable model for the future new democracy. This article hopes to provide certain reference for the democracy construction for the Party in the new period through the study of successful democracy construction in Beiyue area.
