Administrative penalty system is an important part of the modern state' administrative system which takes on missions as urging authority to governing in strict compliance with law and making sure that the national affairs handle well, it takes a critical mission that is guaranting the political affairs in an orderly manner. The history of China's political system has a rich experience, dynasties in the country to build up a well-developed civil service system gradually in exploring the strategy of governing countries. However, in the disposal of the executive officials of the discipline, we implement the term "one-off for punishment" in a long time, so that the various official penalties are mixed together into in the Criminal Code. Along with the constant improvement of the administrative punishment system, the specialized field of administrative sanctions Code finally appeared in the Qing Dynasty which makes the duties of the unified regulatory systems adjust uniformly, it marks the ancient system of administrative sanctions has been an independent Attitude boarded the legal arena, it also explains the Chinese legal system is not a single way of "punishment-based" from one side.This paper has been divided into three parts to discusses《Sanction Bye-Laws of Six Departments by Imperial Order》Which investigates the official's duties from three sides. I hope to get a clear analysis about the provisions of State workers in the current laws, so I will explore the programs, connotations and ideas of the administrative sanctions of Qing Dynasty. In the first part, I will introduce the status and origin of the administrative sanctions of Qing Dynasty, we can get a clear concept of its Legal nature. In the second part, I will introduce the operation state of the administrative sanctions of Qing Dynasty, it mainly explain the characteristics of the administrative sanctions of Qing Dynasty from its disciplinary species, process and principle. In the third part, I will evaluation the advantage and fault of the administrative sanctions of Qing Dynasty from the combined perspective about Law and History.
