This thesis attempts to depict a clear history of the sugar monopoly in China's Sichuan and Xikang during the Anti-Japanese War. With sufficient archives and news coverage as research text, this thesis elaborates the background of sugar monopoly, probes into sugar monopoly bureaucracy and its expanded function, analyzes its operation, its internal difficulties and the interaction between the public and the authorities during the monopoly period, and makes an evaluation of it.This thesis holds a view that the sugar monopoly was society's subjective hope to increase fiscal incomes, to regulate commodity price and to lead a happy and prosperous life in KMT-ruled areas. The sugar monopoly indeed played a successful role in increasing fiscal incomes and strengthening economic unity. Nevertheless, it sparked society's expectation, criticism and focus on administrative policies'formulation and implementation, and it sank into the center of the conflict between the authorities and the public. Under pressures from many aspects, monopoly bureau was in enormous difficulty and was finally made the target of public criticism, for its practical actions were far from expectations.
