The tea monopoly policy of the national government during the Anti Japanese war is an important issue in the study of Chinese modern economic history and the history of the Anti Japanese war. In this paper, we have made a systematic and thorough study on the social background, main measures and the effect of the implementation of the policy of tea monopoly by the national government in this period. Through the above analysis, this paper expounds this period national government implemented tea monopoly policy of social background and the main reason is poor sales in the tea market, tea backward management system, fiscal and taxation of the war of resistance against Japan sharp surge, the main measures taken are set up tea monopoly organization, issued outside the tea marketing regulations, expand tea export channels and so on; implementation effect in a certain extent, ensures that the tea production and trade in China in the special environment of the war of resistance against Japan can continue and as part of the wartime financial and economic system, for the war of resistance against Japan made the due tax contribution. However, due to the many restrictions on the subject and objective conditions, there are some defects in the management system of tea.
