It happens in areas even in the nations and has its own special character in special historical stage. The public arts haven't been treated squarely for long, both the developer and the beneficiary define it as an object of decoration and the role of it is just beautification. However, as one of the important cultural elements of space, the urban public arts should manifest both aesthetic value and function value and also enliven the features of spaces, give many humanity traits to space, make cities more friendly to the public and outstand the distributes and directed function of the space.
