| After the the Sino-Japanese War, Sheng Xuanhuai beated other Chinese merchants who wanted to achieve the right to construct the luhan railway .Finally , Central government changed the policy and Sheng Xuanhuai acquired the right to establish The Chinese Railway Parent Corporation under the strong supporting of Zhang zhidong and Wang Wenshao . Sheng Xuanhuai had tried to assimilate advanced management style to improve the system of enterprises operated by merchants and supervised by the government ,but it did not fully successful .Sheng Xuanhuai depended on the corporation to collect money from furniture,government,foreign for the construction of railway and buy material ,survey lines, take over land ,train students ,montior construction and so on . Sheng Xuanhuai led the corporation to made important contribution to build luhan railway successfully and to start to construct other railways .On the other hand , The Chinese Railway Parent Corporation had not got rid of disadvantage of the system of enterprises operated by merchants and supervised by the government. Sheng Xuanhuai was also attacked by many people for he lost country right of the negotiations for borrowing money from foreign and he delayed the days for construction . A lot of strain was put upon Sheng Xuanhuai who took the request to dismiss the railway corporation after Luhan railway completed .But people should not forget his contribution to railway construction in modern China . |
