Economic and social transformation of China is in the "rainy" season. The contradictions and disputes in labor relations are becoming more and more complex. In order to safeguard the legitimate rights and interests of employees in non-public enterprises and promote the healthy development of the non-public enterprises, the national trade union is trying its best to help workers as well as the local trade unions .We can see that the results are obvious. However, we can see the fact that the quality of the trade unions in non-public enterprises still needs to take actions to improve. Many trade unions in non-public enterprises are experiencing many difficulties and problems. As an important part of economy, what difficulties do trade unions in non-public enterprises meet How do trade unions in non-public enterprises play its protection role effectivelyThis article is divided into four parts, the first part, makes the historical retrospect on the background of trade union and its development in China. The second part analyzes the political and social value of Trade Union in non-public enterprise. The third part analyzes the reasons of the trade unions ' weak performance in non-public enterprises in China. The fourth part combines mature experiences of Kunshan in Jiangsu province and Yiwu in Zhejiang province and tries to find suggestions to breakthrough dilemma.
