Mindanao, the largest island in the southern Philippines, was being persecuted by armed conflict in the past few decades, which caused to numerous casualties, including children, women and the elderly. Successive governments in Manila have been finding solutions to this issue, such as signing mass agreements since the first Moro rebel organization was be founded in 70s of 20th century. Especially the 10 years when the President Gloria Macapagal-Arroyo was in office, there were repeated contacts and negotiations between the government and the Moro rebel organizations. Arroyo hoped she could reach a consensus on the issue in her terms. However, peace in Mindanao not only did not appear, but an outbreak of an unprecedented large-scale armed conflict instead.The subject of this paper is Moro rebel organizations. By probing into their historical background, this paper mainly makes a further discussion of the reason why there was no breakthrough after decades of governance. Meanwhile this paper would predict the future of the Anti-government Movement after Aquino III came to power and make related suggestions in order to take it as reference for China to deal with the relations between the main ethnic group and the minorities.
