Food is the paramount necessity of the people. It is directly related to the survival of a country. Since 1990, The Democratic People's Republic of Korea has been suffering from the lack of food. Due to the self-reliance police. Pyongyang government didn't turn to international community for help. However, after the devastating flood in 1995, it started to change its policy and release the information of the disaster. As the largest humanitarian organization, World Food Programme (WFP) sent its Rapid Response Team to disaster areas once it received the aid application from Pyongyang. For 16 years, it had provided 4,500,000 tons food to North Korea, which made it one of the largest humanitarian aid programs all over the world.For special geopolitics, the main donor countries of North Korea aid program by WFP were U.S., Japan and South Korea. Therefore, humanitarian aid is closely associated with these countries'policy to North Korea. On the one hand, donors request WFP to enhance transparency and supervision in North Korea, in addition to get more access. On the other hand. North Korea has a series rigid restricts on WFP's activities in field. It is hard to balance donors and the recipient and therefore its action was often in dilemma.This article is to depict the aid development of the WFP in North Korea and to analyze how the main donors, U.S., Japan, and South Korea affect WFP's food aid in North Korea for their changing aid policies. There are five parts of this article. First, it is the introduction. Second, it is a review on the origin of WFP's food aid to North Korea. Third, it is the development of WFP's food aid program in North Korea. Forth, the main donors and WFP's food aid in North Korea. And last it is a conclusion.
