The World Food Programme(WFP)is the most important international organization in the field of food aid,but as many international organizations,WFP has not received much attention in international politics.In recent years,the rise of global public issues and global governance have come to highlight the importance of autonomy of the international organizations.This study attempts to analyze how the WFP autonomy works.This article will begin with the definition of international organizations' autonomy.Then,reviews and make comparison with the theoretical analysis on international organizations' autonomy set by different academic schools.Based on the reviews and the evolution of WFP,an analytical framework for WFP is to be proposed,which will focus on three aspects.The first aspect is WFP's construction of the food aid system,which will explain how and why WFP carried on self-reform and food aid system's construction.This part is to examine whether WFP is able to carry on its mission autonomously.The second one focus on WFP's ability to construct the food aid norm,which includes its definition,its meaning and its dissemination.The last aspect is to discuss WFP's relationship with partner,which will examine under the limits of governments' contributions,what WFP will do to protect its autonomy.Through the examination,we are able to make clear the most important practice of WFP's autonomy is norm construction.WFP turns the hunger problem into an internationally public issue with its expertise and its practice in food aid.The most basic source of its autonomy is the independent institutional arrangements,while its moral authority and expert authority combined to help to expand the space for autonomous behavior.Meanwhile,WFP's autonomy has improved with the decrease of material and information reliance on member states.To some extent,this analytical set has some reference for the study of the independent international organization.
