Early in the establishment of nature reserves in China, the guide of protection is "rescue-style", follow the early planning and more planning, the first built after the plan to gradually improve the policy, making the number and area of nature reserves has emerged as the phenomenon of rapid in management also made great achievements. However, development has gradually revealed a serious problem that, with the increase in area of nature reserves, protected areas of biodiversity is still declining, a phenomenon that can not help but reflect on the present nature reserve management system. Management of nature reserves in China are excluded from top-down management model, excluding the participation of local communities and residents, a series of prohibitions and responsibilities imposed, also caused protection of the local residents and surrounding communities to protected areas strong dissatisfaction with the management of nature reserves and thus a serious impediment to development. Similarly, in most countries abroad, the protected areas are also emerge the similar phenomenon, Aboriginal land rights movement to impede the establishment and management of national parks. In 1992, the World Parks Congress, the participants recognized the right to exclude protected areas and the existence of the residents is not feasible. Under such circumstances, as the new management of protected areas-community co-management emerged. And the first in Canada to address Aboriginal land rights, after decades of gradual development and perfection of maturity, as other countries have followed suit. During the 1990s, nature reserves in China with the support of international organizations also launched a pilot project co-management of protected areas to promote the project protected areas and implementation of improved relations between local communities, and to some extent protected areas to achieve a local communities in the development and growth.
