Building a socialist harmonious society needs the effective management of the community,"social management","community building" in all kinds of political documents,policy document,news reports.To improve the people’s spiritual and material living standards and strengthen the social management at the grassroots level,community service and community management are playing an increasingly important role.It is necessary to establish a perfect community service system,to improve people’s living environment,to live safely,to develop safe and convenient traffic,and to establish a harmonious interpersonal relationship.This article embarks from the domestic and foreign related community management concepts and theories,summarizes the domestic and Shanghai Luwan District,Shenyang,Wuhan and other areas of Jianghan District community management mode of the basic structure,main characteristics,and combined with the foreign government leading,autonomous leading and mixed led management experience,that only adhere to the leading position of the government,at the same time improve community autonomy,the two complement each other,in order to better the effective management of community.Based on the H city actual local community management,for instance,the paper analyzes the current situation of the city community management and existing problems,combining the theory of public management knowledge and his own work experience,puts forward the corresponding countermeasures.First,through a clear government and community functions,innovating community management mode;second,the introduction of diversified market mechanism,cultivate various types of community social organizations;third,through its education and training community workers and the perfect talent introduction mechanism and assessment mechanism to improve community management team level.
