Study On The Construction Of China's Local E-government

With the continuous development of Internet technology, the strategic position of the information resources becomes more important, which changes the mode of the government's administrative management. Improving the existing public service functions, reflecting the existing bureaucratic administrative system, focusing on the efficiency of public administration, improving the position in the international arena, all of those become the most urgent affairs of governments. The essence of E-government is reinventing government, and it requires the transformation of technology, culture, psychology and flew. In China, the Party and the government indicate the need to develop e-government in the Eleventh Five-Year Plan. Chongqing, which is the youngest municipality in China; it also develops local e-government actively and has achieved abundant accomplishment. This article starts with e-government of Chongqing Municipal Government, and it selects Dazu County, Nanan District, Wulong County, Yunyang County, Jiulongpo District as examples, analyze the problems and reasons of e-government development by accessing the website and talking to the primary e-government staff deeply. It will also give suggestions for the development of e-government finally.This article is divided into five parts:The first part is the introduction, which is mainly talking about the research background, significance and research status. It will also briefly introduce the ways of analyzing.The second part describes the content of e-government, including the concept, the main mode, and the stage of development of e-government, the introduction of government reengineering, as well as analyzing the relationship between them. Proposing that e-government lies in reinventing government, which lays the theoretical foundation for the full text.The third part is analyzing the Chongqing operation of grass-roots e-government status. It will analyze the problems of e-government by accessing the website and talking to the primary e-government staff deeply, which gives the basis of policy recommendation.The fourth part indicates the primary reason for the slow development of e-government in Chongqing.
