Because info-tech develops rapidly, economic resources extract, public affaires become complex and so on, the governmental efficacy must be enhanced and the service must be fit to the demand of people. Under the international circumstance, the new public management and the governmental reinvention have come up. Up to the goal of high-efficient government, they focus on the governmental efficiency, in order to obtain the high efficient output. As the tool, efficiency evaluation have an important role in the administrative reformation. Under the influence of the circumstance, being tied of the demand of the reformation in China, we have paid more and more attention to the governmental efficiency and its quota research. On August 2,2004, the news that the studies on the governmental efficiency evaluation in China by the Personnel Department which is useful in measuring the efficiency of local governments, attracts the Chinese. The quota means that the efficiency evaluation dose not depend on the leaders, on the assessment of GDP which represents the idea of scientific development. However, there came into being different ideas and critics, but the efficiency quota is the key part of the efficiency system. Upon this, the dissertation research on the efficiency quota system of local governments, in order to uncover the usual method from the viewpoint of technology. Through the comparison of the governmental efficiency at home and abroad, the dissertation tries to establish the theoretical frame of efficient evaluation system of local governments, in order to make which become more systematic and scientific. Upon the main contents of efficient evaluation of local governments, where its key lies on the governmental functions, the dissertation tries to establish the measuring quota, in order to help perfect the service-oriented government and the efficient quota of local governments.
