Study On The Cooperative Model Of Local Government Cooperation In The Industrial Development Of Chengdu-chongqing Economic Area

Regional Economic Integration has become an overarching trend of the currentworld economic development. In recent years, theoretical studies on regional economyin china have been gradually expanding and deepening. Nevertheless, it is pity to seethat the fragmented system of local government administration at present based on theadministrative district largely restrains and even damages the development of regionaleconomy, which brings about cooperative failure among local governments and gravelyhinders the process of Regional Economic Integration.The main research objectives of this paper are in the following.Chengdu-Chongqing area is a developed economy in the west and a typicaladministrative economy. Through the research on it, the relations between irrationalphenomena in industrial structure and behaviors of local governments are analyzed.Besides, the cooperative current situation among local governments is explored,existing problems are dissected, and corresponding countermeasures are tired to propose,in order to provide information to the modal innovation of their cooperation, promotethe adjustment of industrial structure and propel the economic development ofChengdu-Chongqing Economic Area and others.The research methods in this paper focus on systematic research, and combinequantitative analysis with qualitative analysis on the basis of theoretical research toexplore at different levels the cooperative problems among governments on theeconomic development in Chengdu-Chongqing Economic Area.Provide a cooperation mode among local governments to realize the research mainline for intermediate variable of resource allocation on the basis of presenting relevanttheories, provide an assumption of "Perfect Governmental Cooperation Is the premisefor Industrial Development in Chengdu and Chongqing"based on the classicassumptions in economics including "Resource Scarcity Assumption" and assumptionof "Economic Man", prove its accuracy, and lastly build theoretical model forcooperation mode among local governments on the above basis. Therefore, I have doneresearches as below:Firstly, Prove the assumption accuracy, analyze the harmful effects on coordinatedindustrial development in economic zone resulted from being lack of cooperation among local governments, and prove the assumption accuracy in the three aspectsincluding outdated idea for governmental cooperation, mechanism shortcomings ofgovernmental cooperation and shortcomings of governmental system;What is more, Analyze the building basis of cooperation mode among localgovernments in industrial development in economic zone in Chengdu and Chongqing inthree aspects of objective basis, premise drive and system environment;Besides, With the principle of theory for spatial structure evolution in city groupand the theory basis of building spatial frame of cooperation among local governments,provide the spatial frame of "2-point and4-axis" mode for cooperation among localgovernments in accordance with areal variation, geographic position and other factors ofindustrial development in Chengdu and Chongqing after presenting spatial layout ofeconomic zones in Chengdu and Chongqing, and conceive the theoretical model forcooperation mode in three aspects of system, management and politics under thepremise of assumptions;Finally, the cooperative model among local governments on industrial developmentin Chengdu-Chongqing Economic Area is perfected based on the general idea and basicpath.
