Common but differentiated responsibilities principle means that all nations should have common but differentiated responsibilities on the protection of the global environment. Coming through three stages of development, this principle is now one of the world renowned basic criteria in protecting and improving the international environment. While this principle is gradually being well accepted by the public, the US is to impose carbon tariffs, which does a lot of damage to the principle. Imposing carbon tariffs will bring a lot of far-reaching influences on the current trade rules, which will lead great influences on economic and trade development of China. Many political objectives are hidden under the banner of environmental protection. The implementation of carbon tariff holds both the pros and cons, but in total, its implementation lead to more harm than good. In response to the current situation, China should study carefully carbon tariffs'influences on world's trade rules, thus predicting the possible changes of international trade rules. Meanwhile, in response to these ulterior motives, China should take active measures and make timely adjustment of our nation's industrial structure.My paper can be divided into five parts, they are "The concept and history of common but differentiated responsibilities principle", "The contents and substance of carbon tariffs", "Analysis on the legitimacy of the carbon tariffs", "Advantages and Disadvantages of imposing carbon tariffs", "China's carbon tariff response". My paper conclude that carbon tariffs do not meet the common but differentiated responsibilities principle and the rules of WTO. And I hope that this will be a help for our nation to response to the carbon tariff, and hopefully assisting China going through this barrier safely.
