Climate change seriously affects human daily life and economic production. In recent years, natural disasters have occurred frequently in various regions all over the world and the greenhouse effect has been more and more obvious, so that the relationship between man and nature is sharper and the circumstances we living continue to worsen. With the environmental problem deteriorating, how to protect the world has become a hot topic on the international community. It becomes the major issue of the international community to face that how to protect the earth we living and how to realize the coordinating development of international trade and environmental protection. Carbon Tariff also arises at the historic moment and it raises concerns of international community.American Clean Energy and Security Act (ACESA) was passed by House of Representatives in the United States in 2009.The act has posed Carbon Tariffs as a noun in the form of the proposed legislation from practical significance for the first time. Scholars of many countries also have different attitudes towards whether Carbon Tariffs is in compliance with international trade laws and rules or not. It is undeniable that Carbon Tariffs as a tool of reducing carbon emissions will play a quite important role in carbon abatement if it is executed in legitimate way.China as a bellwether of the developing countries is relatively high in export products of energy and carbon emissions for national conditions, since China doesn't essentially take measures to reduce emissions for anything about greenhouse gases. Obviously, China will inevitably increase the cost of export products of relevant industry greatly and then render severe shock to related industry further if we execute the rules of American Clean Energy and Security Act (ACESA). Therefore, active study of Carbon Tariffs and taking effective measures rapidly are urgent in China.
