Research On Group Events Triggered By Urban Management And Law Enforcement And Its Countermeasures

"City inspectors" came into being in the process of urbanization. It shoulders the mission of maintaining the order and appearance of the city from the date of its formation. But with the accelerated progress of urbanization in China currently, and the deepening of the economic mechanism reform, the contradiction among different classes has been prominent. The interest-lost group gradually becomes the administration target of city management. However, groups like these most probably infested with the discontent emotion to the society. Once they are triggered at a certain point, their discontent can easily be stirred and infect people of same circumstance around them to join them. They participate in some collective activities to fight against the society.To solve the multiple incidents of mass momentum for the time being, Urban Management and Law Enforcement Bureau would have to be concerned-though it is a government functional department full of hot public attention. Based on the particularity of the city administration in our law enforcement system and the diversity of the target groups, the research on the causes and characteristics of group events triggered by city inspectors is particular important. In the current social background of "maintenance of stability", only with the intensive exploration and study to the interior mechanism and the working error zone of the city administration can effective measures be made for these group events. Thus suggestions can be provided for local government decision-making institutions to prevent and control group events.This paper includes five parts. ChapterⅠis introduction. It mainly introduces the background, meaning, status quo, research methods and mind's frameworks of the topic. ChapterⅡ—the analysis of the time trait of group events triggered by city administration. According to mass incidents triggered by urban management in Kunming summarizes the characteristics of such group events. And by analyzing the case, summarizes the traits of such incidents in this realm. We can come out a further conclusion that city administration is a potential cause of group events and find out its inner problems and other relevant social elements. ChapterⅢ-the analysis of the cause of group events triggered by urban management and law enforcement. To analyze the political, legal, social and personal factors of such events and deeply explore the happening mechanism of group incidents like these. ChapterⅣ-countermeasures of the disposal of group events triggered by city administration. This chapter is the subject of this paper. Based on the foregoing summary of the characteristics and causes and apply the relevant theories of public management to make the deep discussion of such mass events on prevention and on-site disposal system. Summing up and doing up the countermeasures of group events triggered by city administration from the following aspects:regulate its administrative actions, maintain the credibility of government, improve the judicial relief channels, and complete the emergency response mechanism, etc. with the anticipation to provide suggestions to the prevention and control system of mass events. Chapter V is the conclusion. It concludes the whole paper and elaborates the existing problems talked in this paper and the future study intentions.The happening, development and evolution of group events are not only a matter of government functional department, but also a matter that need all sectors of the society's .coordination and mutual efforts. I do hope the study of group events triggered by urban management and law enforcement can play an active role to the decision-makers to erect the prevention and control system of such events.
