The Function And Effect Of Public Security Mediation In Rural Policing

Public Security Mediation is an excellent tradition of China and is the trend of International Settlement Mechanism. It can effectively rebuild the relationship between the parties, solve the dispute and contravention. Public Security Mediation has its own advantages and can't be replaced. With the development of society and the people's ideas, values are changed, and complex social contradiction appeared in the period of social transformation are prominent. How to deal with these complex contraventions is a major problem. With the development of ADR, Public Security Mediation is becoming more and more important. Although it is becoming perfect, there are still a lot of problem especially in rural areas. On the basis of solving the practical problems in security mediation and according to the theory of security mediation, this paper carries out research on the current situation of security mediation and relevant innovation method in practical experience in practical work and propose some thinking for the development of mediation work in the context of building a harmonious society in combination with the author practical experience in doing public security work. The chapters are arranged as follows:The first part is the theoretical survey of security mediation. It begins with the origin and the related concepts and analyzes the procedure convenience, flexibility and voluntary. With the deepening of reform and the development of society, social contradiction is appearing comprehensive and complex. Public Security Mediation needs to improve in order to fit the society and play a better role in building the harmonious society.The second part is the scope and principles of Public Security Mediation in rural areas. It mainly analyzes the cause of the case about Public Security Mediation, the characteristics of these actions. The principles include efficiency fist, education and police leading. The analysis can help police to use Public Security Mediation correctly.The third part is about the function and effect of Public Security Mediation in rural policing. As an important part of rural policing work, Public Security Mediation plays an important role in resolving rural disputes and maintaining the stability of the rural society. The function of Public Security Mediation in rural policing is decided by rural specific conditions. It conforms to the development trend of the international ADR mode, and it is in the need of strengthen rural social control, implement the idea of the rule of law and building harmonious relationship. Mainly aimed to the current situation and existing problems of mediation of public in rural and put forward own view. Although there are many problems and insufficiency in mediation of public in rural, how to establish mediation system has been incorporated into social vision and scholar's research scope. The key to perfect rural mediation of public behavior is to do legislation, perfect the relevant system, improve the rural public security organs personnel's mediation level and capacity, in order to give full play to the function and effect of Public Security Mediation working in rural policing.
