Study On The Construct Of The New Type Of Rural Community

Since the proposal of the notion "rural community" in the discussion and approval of the document Some Important Decisions on the Issue of Constructing Socialist Harmonious Society in Communique of the Sixth Plenum of the 16th CPC Central Committee of the Communist Party of China in 2006, constructing rural community has been gaining more and more importance. Constructing the new type of rural community and the ongoing construction of socialist new village have been combined together nationwide and the looks of rural areas have been improved dramatically. All these constitute the research background of the present study.Based on theory analysis, the construction of new type of rural community in Jinan became the subject of the present study. Therefore, the discussion of this study comprises both theory analysis and practice analysis. Firstly, by reviewing basic definitions related to the new type of rural community, the origin of community and the development of urban community, the researcher explains in detail the definition of new type of rural community. It refers to a new type of community mainly by renovating the village or an administrative village, also including township jurisdiction and villager groups and which has many modern functions, including dwelling, producing, living, entertaining, shopping, property management services, health services and social security. It emerged in the process of village renovation and resource integration with an object to be well-managed, fully-serviced, civilized and harmonious. It is the state in between town and traditional village. When understanding the definition of the new type of rural community, special attention should be paid to its differences from and connections with the new socialist countryside, rural community service, the existing administrative and natural village.The background of the construction of the new type of community consists of the history of community construction in Chinese rural area since the foundation of new China, the changes in the relationship between urban and rural areas, and the rapid development in the urbanization and industrialization in China. The driving force of the construction of the new type of rural community is discussed from three aspects in this paper-the central government, local government and peasants. The central government implements the construction because it accelerates the construction of the new rural village and benefits the harmonious development between the urban and rural areas. The local government supports the construction because it can help to enlarge the land for construction in the city and foster the regional economic development. Peasants welcome the construction because they believe it can improve their life and increase their income.The work involved in the construction of the community is discussed by referring to the practical construction in the rural area in Jinan. At present, the construction of community focuses on four aspects- village integration and community planning; reforming basic management structure; founding thorough community public service system; and constructing new type of community culture. At the very beginning of community construction, many problems exist, such as the lack of scientific planning mechanism, supervision system, and multiple investment guarantee mechanism. Peasants' insufficient participation is also one problem.A few principles should be insisted on by every area in the process of improving the construction of new type of rural community, including being scientific, region specific, comprehensive, serve-oriented and systematic. In the constructing process, the following tips should be followed:design the community scientifically; stick to the multiple constructing models; strengthen the supervision and management; ensure a stable supply of funds and broaden the way of gathering funds actively; found and strengthen the management mechanism; strengthen the leadership and implement the responsibility assessment mechanism; motivate residents' enthusiasm to participate in the construction efficiently.
