Research On The Government Behavior Of The New Rural Community Construction In China

With the rapid development of modernization and urbanization, the external factors on penetrate therural areas, breaking up the traditional rural closed and natural state. Starting from the actual situation ofthe basic status of agriculture, the number of farmers, the rural areas, from2004to2014for eleven years,No.1central document’s theme was "agriculture, countryside, farmer", and there is no doubt that the partyand government pay attention to “three rural issues”. Along with the accelerating development ofurbanization and continued deepen of the new rural construction, the new village community constructionappears quietly from skeleton practice. Since center government carried out the construction of ruralcommunity, the area of new rural community construction such as bamboo shoots after a spring rain tocarry out large-scale. It is a great pioneering work to solve the "three rural issues", break the dualisticstructure, realize the equal public service between urban and rural areas. In recent years, the new ruralcommunity construction has been continuous exploration in various regions, and has gained noticeableachievement, and formed characteristic modes. As for the modern countryside,which is the production ofnation’s institutional flux, the new rural community construction is a long-term systemic project under aprimary exploring period, including programming, publicity, land acquisition, construction, removing, thefollow-up management, therefore it cannot do without the government’s management, supervision andservices. However, the government, as a rational economic person to some extent, exists some issues in theconstruction and management and service.This paper chose the north of Henan Province as the main study, through interview and investigation,with the relevant literature, writer deduced the government’s function and issues in the new ruralcommunity construction. The body part of this article began with the basic conception, based on a researchof the related concept, then analysed the problems of government behaviors in new rural communitiesconstruction significance, which contributed to enrich the theory, but also enabled the government toestablish the idea of service in this process, guide instead of leading, prominent democratic ideas,self-determination by farmers, following the policy instruction and the voluntary principle. At the sametime, it occurred some problems in the unreasonable constitution, infeasible top-level design, incomplete supervision, unscientific understanding, lacking finance and policy, uncomplished following target. Besides,concluding questions, the author attempt to analyse the reasons combined with own study, and consideredthat the economic development level and fund condition were the most important factors, simultaneity, theexecutive force, the government’s top planning, dwellers’ quality and consciousness were also important.The last part of the article, focused on the issues putting forward strategies. First of all, thegovernment’s behavior should depend on the correct concept and principle, more important was to beoptimized route, vigorously develop the economy, improve the basis for regional economic level. Then, thegovernment should make great efforts to cultivate full-time staff, supervision person, ensure farmers lightupstairs in speeding up land circulation, at the same time, enhance supervision, coordination in all aspects,educate the behavior of each object, improve the cognizance level in all respects, conformity capital in allfields. Besides, the superior government should perfect diversified institution, policy guidance, legalprotection, and complete target step by step. At last the government should public every step so that thetransparent behavior really come true.
