Study On The Dual Function Of Civil Society In Advancing Democracy

Along with the statement of civil society theory, the civil society is obtained more and more attentions around the world by scholars and officials. In the function aspect of the civil society to the democracy, most scholars thought that the civil society could advance the democracy development positively, some officials raised the question on the challenge of civil society to state power. At the same time, a part of scholars carry on the pro and con aspects about the function of the civil society to the democracy.The rational mature civil society can advance the democracy development positively, but the civil society also displays the hindrance to the democracy development under the controlled condition, this kind of dual function of the civil society to democracy lets us consider the development orientation of our country civil society carefully. Regarding just at the underway stage of the Chinese civil society, since the civil society displays the positive and negative aspects function to the democracy advancement, therefore, whether we should support the civil society's development become the question in China.In the construction aspect of our country civil society, regarding the Chinese transition period, the country should display positive function in civil society's construction, it should support and actively control the civil society. In the social structure aspect, to construct the civil society, we should make the cultivation of middle class as an important aspect, only more specially in our country, the time of the cultivation of middle class and the civil society's construction is same, therefore, under the insufficiency development of them, the macroscopic assurance to them are necessary effectively at present, and the cultivation of middle class will display positive to the civil society'perfection. In microscopic aspect, not only the civil society organizes but also the citizen oneself, must carry on the unceasing perfection, thus it will creates the essential condition for the construction of the mature civil society.Generally speaking, about this article'conception, besides analyzing the positive effects of the civil society to democracy, it expounded specially the negative effects of civil society to democracy, their main manifestations are for the attenuation of national controlling force, the organizations'disorder competition, public participation's unbalance, public interest's harm and so on, and it analyzed the negative effect reasons from four aspects of the state, the social structure, the civil society organizations, the citizen. Based on this, it expanded to support the research which developed the Chinese civil society and mainly demonstrated how to construct our country's civil society from the macroscopic and microscopic angles, which is helpful to the democracy in China. It concretely included: supporting and effectively controlling the civil society from the country, promoting the construction of "olive society", strengthening the self-construction of the civil society organization, improving political accomplishment and participation ability of the citizen.
