On The Construction Of China Civil Society

Since Deng Xiaoping performed the reform and opening policy, China is undergoing the transformation process of economics, politics and society. In the field of economics, the development of socialistic market economy leads to the multi of interest body and content and the adjustment of the relationship of interest. All the vicissitudes demand the adjustment of political system and governmental management system to meet the changing of economic basement. So we may call the political reform "how the government can transfer from the unlimited duty to limited duty". The reform process of Chinese soccer management system, as one part of this dynamic process, is a miniature.Now, there are contradictions in the relationship between the state and society. Firstly is the contradiction between the state power and the social rights. The range of state power is too great and unlimited, so the state power may aggrieve the social rights in some instances. Secondly the state power may not perform its duty. So is the system of Chinese soccer. The state has little motility to solve the contradiction between the state and society. We have to analyze the civil society to promote the reform and distinguish the relationship between the state and society. This is the necessity of the construction of civil society.Through the analysis of the Chinese soccer system reform process, this essay thinks that construction of Chinese civil society need three conditions. Firstly is the opening of the public opinions. The opening of the public opinions are helpful to express the disadvantages of the system and lead the state and society to admit the disadvantages, which will make the condition for common sense of reform. Secondly is the realization of the social right. The realization of social right, on the one hand, needs the distinguishability between the state power and social right in ideal. On the other hand, it needs social practice. Now in the condition of lower level of democracy and faultiness of rule of law, the benign inter-action is important condition of the realization of the rights. This is the third condition of the construction of civil society. Of course, the inter-action between state and society includes counterworks. But the benign inter-action is the necessary condition of the construction of civil society.
