NPOs are becoming one of the most important principal parts in the multi-governance mechanism in public affairs field gradually as the New Public Management Movement and the Governance theory were raised. To build cooperation relationship between government and NPOs is the strategic choice for many countries. Although relationship between government and NPOs is changing in our country in recent years, there are difficulties for government and NPOs to cooperate effectively.There are various factors hindering the partnership between government and NPOs. On the one hand, policy and law system is not perfect, and dual management system is too strict. On the other hand, too much interference from government and low capacity, credibility from NPOs are the internal factors. Meanwhile, through comparative analysis of the United States, Britain and Japan, we can learn the experience.This article is divided into five chapters. Chapter 1 is mainly about theoretical analysis, explaining the need and the advantages of cooperation. By Governance theory, the part defines government's role as service-buyer and contract-monitor, while NPOs'role as power-sharer and service providers. Chapter 2 outlines the development of relations between the government and NPOs. This part analyzes the cooperative dilemma caused by both internal and external factors and analyzes the reasons. Through comparative analysis of the United States, Britain and Japan, Chapter 3 provides some reference for our country. Through the case study for cooperation of one of Clinics of Marie Stopes International China and several public departments, Chapter 4 is trying to provide useful suggestions to build good partnership between government and NPOs. Chapter 5 proposes from external factors and internal factors. On the one hand, our country should improve law and management system and build supervision mechanism. On the other hand, government should take the initiative to change their ideas and trust NPOs. NPOs should improve the capacity and credibility. Government and NPOs should establish stable, positive-interactive, and win-win cooperation relationship by both efforts.
