Chinese Institutional Discourse Power Issue And Solution From The Perspective Of Soft Power

With the process of globalization, countries now are much more interdependent than ever before. In this era, we may choose whatever we want freely, while the free we called is constrained in the subjects and ranges designed already. Setting the theme is premise of making rules, it is not far away for us from complying with them. So is nowadays international system,apparently every country may decide their policies and actions all by their own, however,it is just a relative rational and reasonable choice which is also confined in a sustainable international system.Designed themes and stable structure have actually limited the range of the feasibility path. To the international world,with the development of Chinese comprehensive strength, it means a challenge or just peaceful rise? And how shall we deal with the "soft balance"from the international community and how can we create a peaceful environment of our development? So we may understand each other better,then accept each peaceful development, which also benefit maintaining national intrest. This is a top priority on our agenda.The basic premise and theory assumed is:with the Chinese comprehensive strength and influence increasing, the crisis feelings of major countries are also increasing. Facing the suspicions, China will lay more stress on its economy, and choose to sustain the international system, which means a unchallenged and positive actor in nowadays world. Under these conditions, this thesis choose a perspective of soft power, and located the study point at the discourse power and its efficient paths.On the basis, this thesis is composed of three parts. The first part involves the theme, research meaning,background and method, define the object and relevant basic concepts. The second part main body of this article, which is divided into four chapters. The first chapter mainly assure the analysis structure of theory, which define the conception of institutional discourse power from vertical and horizontal, on which to analysis the key word of China is acting in a legal channel by pursuing the institutional discourse power and right in the international system. The second chapter is referred to efficient means to protect national interests. Although there are abundant soft power resources in China, it is difficult for it to be expressed and accepted by the international community. Therefore, the third chapter lay more stresses on the case of IMF, which is representative with regard to the successful using of institutions to express culture, explain values and protect national interests.From this case, we may learn more about how shall China itself building its own successful institutional discourse power so as to protect national interests. The fourth chapter is mainly about the concrete legal paths of it. And the last part of the article is the conclusion based on the former two.
