Ngo's Power In The Structure Of Social Administration In China Research On Industry Association

With rapid development in politics, economics, culture and others fields in China, the depth and width of social administration has greatly increased. Face to the developing civil society, all-powerful government can't solve all the social problems anymore and it's inevitable that the switch and decentralize of government's function will occur.Besides the government, there must be various kinds of non-government organizations (NGOs) in the new social administration structure. As to the process of the political reformation, industry associations get social administration power from the government more and earlier than other NGOs, and they play very important role in the social administration.This thesis is based on literature research, comparative study and case study. Firstly, analyze the appearance and operation mode in the theoretical perspective. Secondly, discuss the features of development of the industry association through comparative study. Thirdly, study the cases of some industry associations in the social administration and their development.The thesis analyzes that there're two reasons why the industry association takes a part in the social administration and has a certain importance in the social administration power structure:one is that the industry association has some advantages in the social administration better than the government; the other is the special social background and historical reasons. This logic is as the some as the reason of other NGOs which participate the social administration.The main conclusions are:1. Industry associations have internal superiorities; they have less transaction costs than the all-powerful government and spontaneous operation market. The superiorities form the conditions of industry associations to have their importance in the social administration power structure.2. The opportunity of government function switch and reformation makes the industry associations accept some social administration power transfers from the government.3. The process of acceptance of social administration power is:to have function influence, to transform from influence to power, to have importance in the power structure. 4. Mechanism should be adopted to avoid the possible power abuse in the social administration of industry associations.
