The model of the C of C is the agency, which plays a very important role in the system of the marketing economy. The Industry and Commerce Association (C of C) is the main part of the chambers after the liberation, which has contributed a lot to the development of the national political and economic affairs. With the setup and the completion of the socialist marketing system, the Industry and Commerce Association (C of C) is faced with new situations and problems. We should study the history and the development of the home and abroad chambers, summarize the experience of chambers in the developed countries', and combine with the China-featured chambers so as to explore a new pattern for the chambers to adapt to the various tasks.This essay consists of four parts. In the first part, it looks back on the history of the setup and development of Chinese chambers, focuses on categories of our Chinese chambers and analyses the common points of the chambers in developed countries.In the second part, based on the first part, it talks about the commonplace of chambers. First it talks about the economic and political elements of the setup and development of chambers and sketches a pattern of China-featured chambers. And then it analyses the reasons of the presence of the chambers theoretically and practically. Lastly, it focuses on the characters and functions of chambers.In the third part, it presents the actual situations of the structure of the Industry and Commerce Association (C of C), the achievements and problems.In the fourth part, it firstly sums up the present designing programs of chambers and deals with the constructing elements for each program. And then it compares these programs and thus reaches a conclusion through the chamber's theory, the solutions to the contradiction of chambers and the practical feasibility.
