Comparison On The Clean And Honest Government Construction Between China And Singapore

How to contain corruption to a minimum extent as much as possible, to the manner as not to endanger the country's development strategy, and through honest politics construction, to realize the positive interaction between the political system and economic development, are all complex and profound issues. After decades of exploration and efforts, the Singapore government has established a clean and efficient governance system of its own characteristics. China and Singapore have similar political and cultural background, China can learn from Singapore's successful experience in the construction of clean and efficient government. Through a comparative study of clean and honest government construction between China and Singapore, this paper will sum up the experience of the two country to find out the differences and similarities, and to explore the experience of Singapore clean government for China.There are three parts of preface,text and conclusion in this paper. In the preface, the basis and significance of the topic were introduced briefly, China and Singapore on domestic and foreign research literature on the construction of the clean government in China and Singapore will be summarized,introduced and analyzed, and describe the content and structure arrangements of this study.The text is divided into five chapters. It conducts specific comparison between two countries on following aspects, like the preventive mechanism, supervision mechanism, punishment mechanism and education system of the clean governance, in order to analyze their operating performance, to find out the experience and lack of clean government construction in China. Based on China's social reality, the last chapter tries to sum Singapore's experience up in a reasonable manner through the dimension of economic, institutional, cultural, and civil society, and propose to strengthen the general concept of clean government construction in China. This paper argues that China's clean government construction must take economic development as the center, to further develop the socialist market economy, while maintaining command of the role of the scientific development concept; improve the integrity and legal system, promote political reform and innovation; cultivation of social and cultural integrity, build clean value system; to develop civil society and promote social self discipline.In the Conclusion part, the whole text will be summarized, and looking forward to the future of clean and honest government construction in China.
