Administrative permission system is crucial in Chinese law system for administration. It has been widely used in the society and is implicated in the interests of administrative subject, administrative counterpart, third party and other subjects. A really improved administrative permission system is conductive to meet the objective requirements of socialist market economy and the actual requirements of the world's new circumstances, is conductive to deeply reform administrative system and transform government functions, and to prevent corruption issues from the roots. The current administrative permission system, however, has many defects that need to be improved. What's more, the real world usage shows that our current governance model has not well adapted to the needs of administrative permission system and the development of a society governed by law. After a comparative analysis of the traditional administration-oriented government and the new service-oriented government, this article points out a government model under the concept of balance-oriented government. It has important guiding value for how to resolve the difficulties faced by administrative permission system and to improve the administrative permission system.This article includes four parts. The first part elaborates the background and specific meanings of balance theory, and then explains the meaning and features of balance-oriented government, so as to come to the conclusion that it is significant to establish a balance-oriented government in the context of the present era. The second part is to compare the balance-oriented government with the administration-oriented government from the perspectives of starting, value orientation, foundation of interest, behavior and responsibility, and system mechanism. We conclude that balance-oriented government not only inherits the beneficial elements of administration-oriented government, but also excludes its anachronistic elements. Moreover, the substance of balance-oriented is identifiable to the core essence of the service-oriented government that is strongly advocated in the modern society, and even has deeper developmental pursuit. The third part firstly analyzes the status of administrative permission system and its systemic and practical difficulties. Combined with the analysis of a specific practical case about administrative permission system, we argue the need to help break the bottlenecks and further improve administrative permission system in the concept of balance-oriented government. The forth part specifically describes how to improve the administrative permission system for balance-oriented government. It includes changing the idea of administrative permission right, improving the scope of administrative permission establishment, regulating the authority of administrative permission establishment, improving the system of administrative permission procedures, perfecting the system of administrative permission supervision, and expanding the channels for administrative permission relief.
