In practical level of endowment service development, because of the government goal pursuit of the path dependence of old and mechanism of internal constraints and the traditional system, the pension service is under developed, what is more, the weaknesses of planning, policy, investment and talent are relatively outstanding. In order to explore the pension service system, it is necessary to adhere to the basic theory of people-oriented, to strengthen and perfect the government public service function, and to comply with the basic trend of economic and social development actively and to push the pension services of development from the view of marketization, socialization and individualism.According to the problems of pension service development, it may can be solved by the following aspects : To begin with, it starts from marxism’s people-oriented thought and the theory of government function, through interpreting marxist people-oriented thoughts in the pension services specific connotation and the functions of the government responsibilities in the pension services of marxism, especially on pension service as an important part of the public service should become the government should do one’s duty. Secondly, according to expatiate present situation, existing problems and the reason analysis of the pension service industry development, it aims to underscore China’s construction of the government as the leading diversified the urgency and necessity of endowment service system. What is more, the aim is to grasp the personality characteristics of pension services and to reveal has the characteristics of regularity and universality by insisting on the theory and practice, as well as the combination of abstract and concrete, taking wuxi endowment service industry development as the analysis object. Finally, through the analysis of domestic and wuxi pension service base, transform government functions, clear subject, innovation mechanism, expand the service, a leading role in building a diversified pension service system. According to the principle of practical problems, puts forward constructive countermeasures for old-age service system construction in China.
