All the shortcomings have a negative impact on both the rehabilitation of the criminals and the stability of the society. However, the parole system in china has not fully played its function because of the legislation, people's traditional concept and the restriction of sentence commutation.Under this situation, Progressive parole system came into being. In the current criminal reward mode, neither the parole system nor the sentence commutation could give full play to their advantages. The progressive parole system combined with the parole system can change the absolute removal into the relative relief. Transform the time of commutation into the time of parole can absorb the progressive stimulation function of commutation as well as absorbing the security function and the transition function. All those could have a profound significance of the rehabilitation of criminals, the efficiency of execution and social stability and therefore of great research value.
